  We Japanese hams had a chance of orbit#312 during 13:47-21:13z
(MA 7-107) at 4th.July.2001. I tried to watch it from 14:00z but
the signal was totally un-decodable until I QRT at 16:00z (MA=35).
  It was strong enough, but my AO40RCV did not start sync any blocks.
I think that all of the transmitted signal was only "Ranging" signal
and there eas no normal telemetry data. I think that is why there
was no telemetry data report on orbit 312.
