[amsat-bb] AO-40: latest keps

Dear All,

The NORAD keps are still several minutes out. They used our elements 
to restart their own processes and should be in sync soon.

Meanwhile the current reduction of 54 points gathered over the last 9 days 
gives an RMS fit of 35 km. The following elements are generated from 
ranging data by James Miller G3RUH:
