[amsat-bb] AO-40 TLM MA counter

Hi all,
I think one should keep in mind, that the MA counter of AO-40 telemetry
is NOT 'measured' by the spacecraft itself but updated from the command
stations.
Especially during such 'long' term orbit changes like the arcjet ops, I
think you cannot rely on the information from the satellite unless
updated by the CMD-team.
