No, you don't.
I believe it is doing that because something is either responding to a query
on that port, or the device connected to P3T's default port assignment is
holding the handshake lines high. P3T is then fooled into thinking that a
TNC or equivalent is actually connected.
Just change the COM port assignment to a port with nothing on it, then try
again.

P3T asks for a COM port when started - do I need a packet modem to receive
telemetry from Goddard via TCP/IP when someone is feeding AO40 telemetry to
them?
