[amsat-bb] New version AO40Rcv ver 1.34

After several complaints about the programs poor sensitivity, I've re-vamped the
decoder algorithm and tweaked the bit filter again.  It may get a few more
blocks now in low S/N conditions. Looks like maybe a half a dB improvement at
the threshold of detection.  Also tried to tame the runnaway Doppler correction
problem.
