It's been at the very top of the home page at http://www.amsat.org for 
almost three months, since it was announced on March 4.

It was in the AMSAT News Service bulletins:

http://www.amsat.org/amsat/news/ans2001/ans01070.html#02

It was discussed here on AMSAT-BB. See for instance the threads starting 
with http://www.amsat.org/amsat/archive/amsat-bb/200103/msg00129.html and 
http://www.amsat.org/amsat/archive/amsat-bb/200103/msg00280.html

There hasn't been any news in a while, because the project is in those 
early stages.

So if you've been paying attention, it's not really much of a "SECRET".
