Not from a Molniya orbit at anything other than perigee,
they wouldn't.

RS-12 is 1000 km up. AO-40 apogee is 60 times that. The
SNR hit due to the increased distance is 36 dB. Even at
20000 km the SNR hit is 26 dB. You won't hear a thing.
