[amsat-bb] AO-40: transponder off!!

Dear All,

Du to changes of the spacecraft latitude for the ARCJET cold firing,
the squint pointing angle is more than 30° (at ALON/ALAT = 345°/-26°)
and not currently useful for transponder operation. 

Therefor we have suspended transponder operation for now and give the
RUDAK-team more access.

The S2-transponder remains OFF until further notice.

The RUDAK beacon and MB on S2 are continuously on.
