Goddard AO40 Telemetry Server Query

When I try to connect to the Goddard server with P3T using 128.183.143.104
port 1024, I can never get a connection. However, when I use
garc9.gsfc.nasa.gov port 1024, I get connected first time every time but no
telemetry. Anyone else notice this? I always check to make sure AO40 is up
and the MA is > 80 or < 3 before trying to connect.
