Copying AO-40, but not sure why

Here's the setup: Drake 2880 with crystal mod 8.8125,
removed the two IF coils and that's all.
Output the Drake into a Hamtronics CA145-28 converter.
Output the Hamtronics converter into my ICOM 756 PRO.
Listened for signal at 27.0318 Mhz...never heard a thing.
Decided to tune around the 28 Mhz band to see if I could hear
anything...Viola!! at 28. 39905 I hear this buzzing sound.
Put my Radio Shack wireless headset on and went outside
where I had the Bob Meyers Bar-b-cue grill leaning against
a chair and pointing to where I thought AO-40 was. I picked
it up and moved it around and the signal went up and down
and was strongest where AO-40 should be. Was this AO-40
are some RADAR signal somewhere?
Back into the house I brought up WECPSK version 1.1a.
Double Viola!!! The program began to copy...I've added
a bit of what I got below...I still have to go through and see
if I have any valid CRC blocks, but at this stage, I'm amazed
at what I got with my kludged setup.
Big question is, why am I received the signals at 28.38723?
This was the final frequency I was receiving on before LOS.
The Hamtronics CA145-28 was peaked around 145 MHz, and
while I was receiving AO-40 I peaked the RF and multiplier
coils for maximum signal strength, around S-9 on the 756
PRO...the spectrum scope sure helps in finding a signal.
I would appreciate any comments on why I'm receiving at
around 28.380-28.399MHz.
