The article I found is:

Meinzer, Karl Dr.  "IPS, An Unorthodox High Level Language."
Byte.  January 1979.  pp. 146-159.

Note to aspiring IPS programmers in New Jersey: the Rutger's Library
computer system incorrectly indicates that their collection of Byte
magazines only goes back to 1983.  In fact, the microfilm collection
goes back several more years.  Hint: when you get to the appropriate
microfilm drawer, pull it *all* the way out. :-)
