Its an INMARSAT phone.  You can use it to place voice and/or data phone
calls via a geosync satellite.  The service is still available and still
in wide use where there is no standard terrestrial service available or
onboard oceangoing vessels.  Rates average from $2-$3/min and also include
emergency communications.

Simply open the box, point the antenna in the right direction, and place y
our calls.
