What you have captured  is some data being uplinked by a command station to
the IHU in IPS. The IHU works with integer arithmetic so the numbers you
see have been computed on the ground in the units needed by the spacecraft
software (like the 0-360 degree MA=mean anomaly being mapped into the range
0-255). The #04A4 number is in hex..

The " AO-40... text field is a comment. IPS is a reverse polish notation
with the text items like INCL returning the address of a variable and the !
operator meaning "store". The details of the IPS threaded interpreter are
documented in James Miller's (G3RUH) IPS book taken from DJ4ZC's original
