Yes, that's true. I have used mine with an Arrow on AO-27 (successfully) and
UO-14 (not all that successfully--but that's not the HTs fault), but of course
you can't hear the downlink while you're transmitting, so it's hard to know how
well you're hitting the bird unless somebody comes back to you. 

It does work, probably about as well as you can expect a HT to. "Dual watch" is
really just a modified scan, not any kind of duplexing. I certainly didn't buy
mine with operating sats in mind.  Damn fine HT though...
