If I'm not mistaken, neither of those radios has dual VFO's. The dualwatch
feature is a frequency agility feature rather than a full dual-receive
capability. What you need is something like a Yaesu FT-50R or Kenwood
TH-79A, either of which has dual-receive capability. The TH-79A has
full-duplex capability on crossband (and I think the FT-50R does too, since
I've heard of it being used on AO-27) and can operate with a headset or
earphone to avoid mike feedback when you do get into the uplink. I'm
pretty sure the IC-T82A doesn't have it, because I know my T81A doesn't --
I got that one mainly for its 1.2 GHz capability, not because I needed a
full duplex radio. My 79A still does the full duplex work and handles my
mobile VHF/UHF operation.
Rule of thumb is: Look for two frequency displays. If you see two
separate frequencies displayed at the same time, chances are you have dual
in-band or crossband receive and probably full duplex crossband. If the
radio can only display one frequency at a time, it can probably only
operate on one at a time, no matter how easily it can switch ..
