Speaking of the 'vast empty oceans', being fairly familiar with VHF
Digital Selective Calling (DSC) used for distress alerting, I have
sometimes wondered if the number of low-cost launch opportunities would
improve if we were to place a DSC decoder on one of the digital birds,
and put the information in the downlink?

I seem to recall reading that the first prototype SARP packages
for EPIRBs was carried onboard one of the early OSCAR 
satellites...

Just a random thought.
