See rotator.html below:  It is not designed to do high accuracy, for an
OSCAR class station, but it will keep a small beam within say 5 degrees of
all the satellites 98% of the time (with fixed elevation, it will lose the
center 2% of the pass directly overhead)...

This is perfect for just casually monitoring all the LEO's cheaply.  I
have kitted up the parts for $20.
