Well then, its time to light a fire and lets get AO-16, LO-19 and IO-26
back into DIGIPEATER mode and lets get someone to write us a PSK SOUNDCARD
decoder and we will have 3 brand new satellites that can be worked with a
protable and a laptop!  These satellites were enabled for APRS digipeating
years ago, but due to the unique requirments for PSK hardware TNC's, they
never got popular.

COnversly, PSK-31 has shown how instantly popular a sound-card decoder can
be and how it can alomst instantly get people to try a new mode...  With
the demise of some of our satellites, it seems to me worthwhile to
revitalize these birds...

A sound-card manchester encoder has been available for the uplink for
several years by KA2UPW.  The documentation is available at:
