RE: Flash upgradeable user programmable radios - why not?

Thanks a lot for your comments.

I opened up a can of worms today - what does Flash 'programmable' mean?

o	Radios which are not programmable at all

o	Radios which are programmable but only back at the factory

o	Radios which are programmable with user downloadable upgrades from the
factory

o	Radios which are programmable by the user to the user's specifications

And within the terms of 'programmable', just _how_ programmable are they?
Are there frequency and/or mode restrictions imposed by other parts of the
system?

I guess what I'm suggesting, for example, is that it seems that the term
'cellular blocked' quite often comes with an additional caveat 'which cannot
be overriden'. To me that means there's some (or several) non-programmable
restrictions imposed by the type approval.

I remember looking at an early FCC test a few months ago on the TS-2000,
where the 'cellular blocked' test simply consisted of seeing whether or not
you could get the radio to display a cell frequency by simply turning the
tuning knob.

Oh yes , they get approval by our fine (sic) FCC , I have a number of
flash upgradeable radios ( public safety ) in service , so I know that
it is allowed in the states anyway ........
