I agree with your idea to use 15m and 10 m for a PSK transponder.

There are two ggod reasons: the fact the most activity in PSK31 is in 
HF and the slow doppler. My experience of transponding PSK31 in mode 
was frustrating because of excessive Doppler

The problem, however, is the ability of ground stations to operate 
full-duplex in HF.
