Sure. Our Japanese hams can use 29.0-29.3 with FM mode. 29.30
is used for calling freq.
But 29.30-29.51 is assigned only for satellite. I had never
heard any FM signals at this band - except the spourius or halmonics
from illegal AM-CB truck stations or 145MHz FM illegal signals that
converted by RS-12 Mode-A. :-<
