[amsat-bb] more Digital Sat. status as of Feb.11

You can add TO-31 and UO-36 to the list as Not Heard's, and TIUNGSAT for
some reason working fine at the horizon at AOS , till 15 degrees or so
then goes into what look's like spin modulation to me(you can't hear 38k4
data). Go figure....
