There is no mystery...  the 2m Omni was simply taped down for safety reasons
when the satellite and the SBS was moved and mounted on the CCU transport 
container. The 2m Omni was too long and would otherwise be damaged.
After the spacecraft and SBS was mounted on the ASAP5 structure, there
was enough clearance below and the 2m Omni was unfolded back into its normal
position.
