[amsat-bb] vucc satellite

i received applicatons and cards to day for satellite vucc from w6zq and 
ke4azn. so if #100 as not been issued yet and no one else has submitted, 
one of these two will get it. i know n5afv's application went in 2-3 weeks ago 
so he might be #98.
