[amsat-bb] RS-15 data

For whoever's interested, RS-15 was sending sporatic telemetry of which
the following was decoded:

System voltage: 14.8v
Transponder output: 4/10w
Solar Cells: 17.6v @ 420mA
Consumption: 520 mA   (hmmmm)
10m TX Temp: 12C
2m RX Temp: 5C
Stabilizer Temp: 7C

Certainly explains why it's so weak and sporatic. Note that this was a
daylight pass.
