[amsat-bb] AO-16 S-Band now off

AO-16's 2401.143 Mhz tx is now off.  The 70cm tx is back up to about 2 
watts output and WOD is being collected to watch the battery temps to
see if they stabilize to previous levels.  Further S-band operation should
occur next weekend.  Thanks to all who have sent data and reception 
reports.
