No, they're not. The Tech Plus licensees are grandfathered in with
the same privileges they had on 4/14/2000, and Techs licensed after
that date that can show a CSCE for Element 1 also have those same
privileges. You have to pass the 5 wpm test to get access to the N/T
subbands on 80/40/15/10.
