Yes the spin value in the telem is incorrect, ... and has been since launch
....
The WOD data format for AO-40 has not been written up yet and published,
however it looks almost identical to AO-13 WOD format, ... you can find the
details on how to decode it at:

In looking at the 12 January telemetry from A0-40, the spin is
reported to be 0.891rpm. Does anyone know if this is a correct
reading or if this value is in the process of being calibrated?
I also noticed that the "L" and "K" blocks are WOD captures of
channels 0x019B 0x019D. Which are spin count at the edge for upper
and lower beams.
