So I read Bob's paper on mode V. It sounds attractive.
Also it's very similar to RS-12/13's mode T, which
I think worked very well.

But one question:  Back in the single-digit OSCAR days,
how did they end up choosing mode A over mode V?
Was the licensing requirement the main issue?
