Yes you can use FDISK to set the active partition in w9x or if you have
WinNT/W2K you can edit the BOOT.INI file and add partitions & OS's using the
NT loader (if WNT was installed before W9x).

With the NT loader you can have mulitple NT's on the same partition.

W2K will recognise FAT32, NT won't unless you use a utility from
www.sysinternals.com .

Save time and effort and purchase a boot manager (eg Partition Magic [IMHO
best repatitioning s/w] has Boot Magic as an after thought, or System
Commander has many more booting features but lacks in the repartitioning
department).

On the cheap there's several free boot managers on the web. LILO's the Linux
one and is part of all distributions.
