You could look at Spacetrack Report #3, ... then give up, ... you need much
more than ST3 to be able to go from Keps to a useable tracking program. A
much better starting point to recommend would be James Miller's PLAN13
notes, ... a much shorter document, with a lot more to use in it.

I wouldn't recommend anyone starting with ST3 util they understand PLAN13
first, ... ST3 won't allow you to point a rotator, or do a footprint on a
map, ... PLAN13 will.

Folks have developed several orbital models, and you can
download a useful writeup (Project Spacetrack Report Number 3)
that tells all about them from
