[amsat-bb] RS13 Mode A

RS12 in mode A was very strong in Alabama this AM.  Minimum power on the 847
was all that was needed into 4x4 crossed yagi setup for fixed RHCP for the
uplink.  Uplink/Downlink frequencies per Drew's post last night and in the
Satellite Experimenters Handbook are correct.
