Yes. In this case "user" means somebody with a satellite
they wish to launch - what must they do? What specifications
(vibration, temperature, etc.) must their satellite meet?
How accurate a launch can they expect?

More prosaically, how do you bolt your satellite to the
rocket - and separate it when the time comes?

All launch vehicles provide such documents. How accessible
they are varies. There are some you can download from
the web. Pegasus, Ariane 4, Ariane 5, etc...
