[amsat-bb] AO40 2m Frequency shift?

Has anyone else noticed a shift in the 2m beacon frequency on AO40?
According to Element Set #6 the frequency should be 145.8977 right now but I
am getting it at 145.8964.  That frequency is lower ( I think) than the
maximum doppler for 145.898.
Anybody else noticing this or is it me?
BTW a very strong signal here on a 2m vertical and if the keps are correct
AO40 is almost 46000 km away...
