AO-40 keps

I tested to track AO-40 using four keps of AMSAT and NORAD.

   [a, b] AMSAT ... http://www.amsat.org/amsat/keps/
   [c, d] NORAD ... http://www.celestrak.com/NORAD/elements/

[a (#16)] ... It's old kep, but yet most exact.
[b (#39)] ... It's new kep, but yet there is a time lag.
[d (#39)] ... It's new kep, but yet there is a time lag.
   [e (#32)] ... It's STRV-1C kep, but yet more exact as AO-40..
