[amsat-bb] RS-12,rschultz

The cw telemetry says RS-12, I don't know if 12 and 13 use the same call.

RS-12 has a beacon freq of:  145.9125 and RS-13 has a beacon freq of
145.8622.

The freq I am monitoring is 145.912 plus or minus doppler.  The signal here
is S9 plus with an Oscar class satation.

As time permits, I'll try to track the RS-13 beacon also.

Also heard the beacon on 29.408 for RS-12 not 29.458 on RS-13.
