That's only an issue if you decide that it is.  Didn't seem to stop the
Russians - Baykonur Cosmodrome is a long way from ocean!

99% true about launching polar satellites from anywhere without 
penalty.  If you have land/populated areas/oil rigs in your flight path 
you are again limited in which direction you may launch.  South 
Africa has/had a launch site at Bredasdorp very close to the 
Southern Tip of Africa.  Polar orbiting satellites can therefore be 
launched without flying across populated areas.

Equitorial launch sites are best for geosynchronous satellites 
which must
orbit the equator to appear stationary from the earth. Polar orbiting
satellites could be launched from anywhere on earth with no 
penalty.
