[amsat-bb] 2.4 on Oscar 40

Hi Cliff,

My "set #4" epoch 328.1981201 predicted an aos of 1931z and my first sigs were
at 1927z on 2m.

And for those that asked, my first 2.4 sigs were heard at 1931z with some
"wobulation" ( I love that term Stacey and Jim!!).  IT150 phase indicated 20.2
with cut-off at phase 25.4 at 1947z. I got a few CRCC checks even tho it 
was still
wobulating....
