[amsat-bb] WPSKDEC for AO-40

Thanks to Christophe Mercier and Ghislain F1HDD, a first version of WPSKDEC,
the new AMSAT-France Real Time Windows TLM Decoder is available on
http://rackoon.thomson-csf.fr//ewpskdec.htm right now.
WPSKDEC uses the same algorithm as the pskdec DOS version and includes a
spectral display allowing  easy tuning.
We have included a french and ... an english User's Manual :o))
Decoded data are displayed on the screen and stored in a text file (no size
limitation).
