[amsat-bb] NEW: Soundcard -> P3T

	I've written a little windows program to input telemetry via the 
sound card and output it to P3T via TCP/IP. The modem doesn't
quite work -- but it's OK for strong signals. There are better 
modems on the way, anyway, and I've satified my curiosity, so
I'm calling it 'done'.

Runs on win95 or win98 and requires msvcrt.dll and mfc42.dll 
(which you probably already have).
