Well, now that you mentioned this,  I  DID HEAR  RS-12 beacon on 
145.913.0 today.  I don't know if it means the thing is on or off, it
caught me 
by surprise right at the end of the pass and I didn't copy down the
telemetry.
The  RS-13 beacon was going at the same time on 145.861, and the RS-13
robot was cq'ing on 145.906.
