When will transponders be useable?

Can anyone tell me when the transponders will be switched on at least even
for some temporary use ?
The beacon sounds really good here , constantly s9+10 with KLM 22C and S2
in the car .
Also anyone know what the power level is of the 2 meter beacon ?
