[amsat-bb] RE: Up dated keps for AO-40

The NORAD keps for Phase 3D are wrong, they gave me a LOS -14minutes from
actual, it looks like they still have to sort out the pieces of launch.

Ken has updated his pre-launch estimate to include ground observations, use
those keps, ... or if you want to have fun try some of the other NORAD keps
for the other pieces of launch, ... one of them might fit your location, ...
thats not a joke its serious!
