[amsat-bb] RS-13 is at 145.863

The CW beacon for RS-13 in mode T is "around" 145.863 -> 145.858 MHz.  I can 
often hear it slightly over the horizon (maybe -5 degrees), but it will be 
faint and will have a swishing sound.
