Both signals are quite loud here.  The 145.861 is CW and I copied a bit of 
it including "RS13".  That may provide a clue to what you are hearing 
there. The doppler is moving very quickly on the 145.861 signal and much 
less so on P3D at 145.896, so I think it is fair to conclude the .861 
signal is unrelated to P3D in any case.
