You know, I have often heard "squabbling" noises on 10-meters, and could
never locate their source.  They seem to come and go, and usually last
about 20 seconds. I haven't heard them in a while (I haven't listened
on 10-meters in a while), but when I did hear them, they seemed to be
quite common. I have even heard them keying 10-meter FM repeaters
(they create a buzzing sound when they do), so whatever it is, it
appears to be pretty widespread.

Maybe you heard the same thing.
