I received RS-13 CW beacons at 11:53 - 12:09 UTC, 8 Nov 2000.
Uplink 21.260 to 21.300 MHz CW/SSB
Downlink 29.460 to 29.500 MHz CW/SSB
Downlink 145.860 to 145.900 MHz CW/SSB

These telemetry means as below:
