Larry,
It is my understanding that AMSAT only does this on request from
the commissioning group after some minimal criteria has been met.
I'm a little sketchy on the criteria, but it's like 1) the satellite
made it to orbit and 2) a payload, system or transmitter has been
activated.
When a satellite receives an OSCAR designation it is usually published
on amsat-bb and with an AMSAT News Service(ANS) bulletin. If you have
not heard it announced it is either pending or the group checking out
the satellite has been so busy they have not requested it yet.
