[amsat-bb] RS-13 in Mode KT w/ both 2 m and 10 m downlinks operational

I confirmed on the 1950 utc pass the bird is operating in mode KT, 15 m 
uplink and both 2 m and 10 m downlinks operating.  The 2 m beacon is at 
145.863 +/- and the 2 m downlink seems to be at 145.860 - 145.900 (I believe 
ANS may be in error).  2 years ago when RS-12 was in KT for a couple of 
weeks, I believe the downlink was at 145.910-950.  The 2 m downlink audio is 
terrific--much better than the 10 m audio, but you still have that nagging 
problem of daytime QRM from unknowing HF stations.
