[amsat-bb] RS-13

Unfortunately RS-13 seems to be in MODE K :
21 MHz up 29 MHz dwn, Beacon : 29.458 MHz
no 2M downlink

KA was ok when 15m was closed and not too much 29 MHz FM in the satellite
downlink range.
There is no advantage for mode K users - all is as before
only we nocoders have no chance the use it - very sorry for that.
